A SBEM calculation shows whether the proposed Building Emission Rate (BER) for a new non-dwelling, commercial unit or an extension of one is better than the Target Emission Rate (TER) for the unit's CO2 emissions. Building Control (or your approved inspector) requires a SBEM calculation to accompany your Building Regulation application.

SBEM is the tool used to calculate the energy use and CO2 emissions of commercial buildings, in accordance with energy performance requirements as laid out in Part L of the Building Regulations. This methodology is used to create consistent and reliable evaluations of energy use in buildings other than dwellings.

The SBEM calculation tool has been adopted by government as part of the UK national methodology for calculation of the energy performance of buildings. It calculates monthly energy use and carbon dioxide emissions of a building given a description of the building geometry, construction, use and HVAC and lighting equipment. It is used to demonstrate compliance for dwellings with Part L of the Building Regulations 2006 (in England and Wales).

Building Control (or your approved inspector) requires a SBEM calculation to accompany your Building Regulation application. This is not optional and will be required before work starts on site. Failure to comply will result in rejection of the application.
